Food safety does not stop at ingredients. It is shaped by every surface, product and material used in a food environment, from processing equipment and utensils to cleaning tools, lubricants, food packaging and other operational materials. 

Each of these decisions can affect product integrity, consumer safety and, ultimately, public health. 

A drain that is difficult to clean. A bench surface that corrodes over time. A lubricant used in the wrong area. A packaging component that is changed without review. 

None of these are ingredients or food products, but each can introduce risk. 

That is why product contact surfaces, processing aids, equipment and operational products need to be considered as part of a robust HACCP-based food safety program. 

Food safety risk is often hiding in plain sight

Food businesses are rightly focused on ingredients, allergens, processing steps and finished product controls. But risk can also come from the everyday items used to keep a facility operating. 

These risks are not always obvious. They may come from a material that breaks down under high temperatures, a surface that becomes harder to clean over time, a cleaning tool used beyond its effective life, or maintenance products that are unsuitable for the application. 

The result can be physical, chemical or microbiological contamination, including conditions that allow moisture, residue and bacterial growth to become harder to control. 

These risks are often introduced before production even begins, through purchasing, installation or product selection decisions made without enough technical review. 

What are product contact surfaces?

A product contact surface is any surface area that may come into contact with food during production, processing, preparation, storage or service, including products designed for direct or indirect food contact applications. 

This can include: 

  • processing equipment 
  • conveyor belts 
  • tanks, hoppers and piping 
  • utensils and preparation tools 
  • cutting boards, benches and work surfaces 
  • brushes, wipes, sponges and cleaning tools 
  • seals, gaskets and hoses 
  • containers, trays and bins 
  • food packaging or dispensing equipment 
  • measurement and monitoring instruments used in food areas 

However, the risk does not stop with direct contact with food. 

Items that touch food contact surfaces, or are used in the broader food production environment, can also introduce hazards. Cleaning equipment, maintenance products, lubricants, pest control devices, gloves, flooring, mats, wall panels, drains, labels, inks and food packaging materials may all need to be considered as part of the hazard analysis. 

In other words, food safety is not only about what touches the food. It is also about what touches the things that touch the food. 

Why “food grade” is not always enough  

Terms such as “food grade”, “food safe”, “food-grade materials” and “suitable for food environments” can be useful, but they should not be treated as a complete assessment. 

Suitability depends on how a product is used. 

Stainless steel, for example, is common in food facilities, but its suitability can depend on the grade, finish, joins, installation method, cleaning regime and exposure to moisture, chemicals, high temperatures or repeated impact. Even materials commonly associated with sanitary standards still need to be assessed against the specific food contact application. 

The same principle applies to plastics, coatings, adhesives, lubricants, brushes, gloves, food packaging and other food contact materials and operational products. A product that performs well in a dry goods area may not be appropriate in a wet processing environment. A surface that works under light use may fail when exposed to aggressive cleaning, high temperatures, chemicals or repeated impact. 

The question is not simply, “Is this product food safe?” 

The better question is, “Is this product suitable for this application, in this environment, under these conditions?” 

Procurement is a food safety control

One of the most effective ways to reduce risk is to control what enters the facility in the first place. 

That makes procurement part of the food safety system. As a best practice, equipment, materials, food packaging and consumables should be assessed for suitability before they are approved for use. 

Before approving a product, food businesses should consider: 

  • where the product will be used 
  • whether it may have direct contact with food, food products or food contact surfaces 
  • whether it is cleanable, durable and maintainable 
  • whether it could introduce a physical, chemical, microbiological or allergen hazard 
  • what evidence supports the supplier’s claims 
  • whether installation, use, cleaning and maintenance instructions are available 
  • whether inspection, replacement or verification is required 
  • whether it aligns with the site’s HACCP plan, prerequisite programs, good manufacturing practices, regulatory expectations and customer requirements 

These questions are particularly important for products that sit outside the ingredient list. A change in gloves, brushes, flooring, lubricants, labels, cleaning tools or food packaging may seem minor, but if that product is used in a food environment, it can affect the overall risk profile. 

When small changes alter the risk profile 

Food safety risk does not only arise when a new product is introduced. It can also change over time. 

A product may be suitable when first approved, but less suitable after wear, repeated cleaning, chemical exposure, heat, impact or a change in how it is used. A new supplier, altered formulation, different storage location or updated cleaning process can also change the risk profile. 

This is why product selection should not be treated as a one-off decision. Supplier approval, product verification, surfaces and cleaning procedures, and ongoing review should form part of the same HACCP and prerequisite program framework. 

Where independent certification helps 

HACCP International certification gives food businesses an additional layer of assurance when selecting products, equipment and services for food-related environments. 

HACCP International Certification Mark

The HACCP International Mark indicates that a product or service has been assessed for its suitability in food facilities.  

The assessment considers the product’s intended use, along with potential food safety risks associated with materials, design, construction, cleanability, instructions, claims, maintenance and contamination hazards. HACCP International award a food zone classification to identify the area in a food facility the item is certified to be used. This can include how the product supports hygienic use, cleaning access and relevant sanitary standards in food-related environments. 

Certification does not replace a site’s own HACCP plan or food safety management system. Food businesses still need to assess how a product will be used in their specific environment. 

However, it can make that process easier by providing independent evidence that the product has been evaluated against criteria relevant to food-safe environments. 

For food manufacturers, commercial kitchens, caterers, retailers and foodservice operators, this can support supplier approval, purchasing decisions, hazard analysis, audit preparation, regulatory confidence and customer assurance.

A more structured approach 

Food businesses can strengthen control over product contact surfaces and processing aids by taking a more structured approach. 

Start with a register of products, equipment and materials used in food areas, including both direct food contact items and products that may indirectly affect the food production environment. 

Classify these items by risk. Products used in high-care, ready-to-eat or allergen-controlled environments may require more scrutiny than those used in lower-risk areas. 

Keep supplier evidence on file, including technical data sheets, certificates, material specifications, use instructions, cleaning guidance and independent certification where relevant. 

Most importantly, review products when something changes. A new supplier, new formulation, new use, new cleaning chemical, new production line or new customer requirement may change the risk profile. 

Looking ahead 

Food safety expectations continue to move towards stronger evidence, better documentation and a more complete view of risk. 

The food industry is expected to understand not only what it produces, but how equipment, food-grade materials, food packaging, surfaces, cleaning practices and processes support safe production, good manufacturing practices and food safety. 

Product contact surfaces and processing aids may not always receive the same attention as ingredients or finished food products, but they can have a direct impact on food safety, audit readiness, regulatory confidence, consumer protection and public health.
